Based upon Shelley's posts, the program is not (at this point) being ex-pats. It is to spend a year in Europe--no more than 4 months of it in Belgium in which her son and his family Dwell, the rest of it situated in two or a few other sites to discover far more of your continent. That program, to me, is exactly what tends to make the problem tough.
